Regency Homebuilders Exposed- Regency uses an UNLICENSED Engineering firm

 Homeowners trust that licensed professionals are involved in the construction and certification of their homes when using a local licensed, bonded and insured Homebuilder such as Regency Homebuilders, LLC. In our case, that trust was misplaced. Evidence shows that the engineering firm used by Regency in most Shelby County homes - AFA Engineering - was not licensed to practice engineering in Tennessee at the time it was involved in our home, raising serious concerns about the legality, quality, safety and validity of the work performed.   

AFA Engineering has not been License since 2004

 

  • AFA Engineering has not held an active Tennessee Engineering firm license since approximately 2004 (Engineer in responsible Charge, AF Al-Chockachi passed away).
  • Of information and belief, it appears David Al-Chockachi (AF's son) has been using an expired certificate of registration in violation of Tenn. Code Ann § 62-2-105(a)(1)(D) - not just on our home but on HUNDREDS of homes.
  • Of information and belief, it appears this unlicensed individual, David Al-Chockachi has been fraudulently engaging in engineering services for decades. It is believed that the unlicensed individual engaged in unlicensed activity in violation of Tenn. Code Ann. § 62-2-105(b)(1).
  • AFA Engineering has been engaged in unlicensed activities by advertising as a licensed engineering firm and using the expired credentials of a deceased person.  
  • Tennessee law requires firms offering engineering services to be properly licensed.
  • Despite this, AFA Engineering was involved in engineering-related work connected to our home, and hundreds of others in Shelby county.

AFA Engineering is Unlicensed

A public Disclosure request to the state of Tennessee shows that AFA Engineering has not been licensed since 4/6/2004.

A Licensed engineer Never inspected our foundation

The engineer who RUBBER STAMPED our foundation letter to the county later admitted she never inspected it.

This fraudulent certification allowed construction to move forward, and was relied upon for both Shelby county approval and our VA-backed home loan.

 According to her own written statement, Linda Prather did not perform the foundation inspection herself but instead supervised an UNLICENSED individual.

 Shelby County used this form to authorize progression to framing, and it was submitted as evidence that the home met applicable building code requirements for VA/HUD lending purposes. 


 We later discovered that the foundation does not meet those code requirements. 

 Those representations were critical to both regulatory approval and lending decisions.

Regency Uses an Unlicensed Engineer

David Al-Chockachi is not an engineer.  His Father, AF Al-Chockachi who passed away in 2004 was an Engineer.  When he passed away, they continued to run the business and advertize engineering services, hold themselves out to be engineers and hold themselves out to be a licensed engineering firm. 

AFA Engineering is not Licensed in Tennessee

 AFA Engineering has not held an active engineering firm license in Tennessee since 2004, yet was involved in engineering-related work connected to our home.  


In this video, I break down publicly available records and documentation showing that AFA Engineering was listed as “closed” with no active license. 


Tennessee law requires engineering firms to be properly licensed, and engineering work must be performed under the responsible charge of a licensed professional. 

 

This raises serious questions about:  

  • The validity of engineering work performed 
  • Whether proper licensure requirements were followed
  • How this impacts homeowners who relied on those representations 

 

This is not just about one home, it’s about accountability. This is about transparency for ALL Tennessee and Shelby County Homeowners, and ensuring that licensed professionals are actually involved when it matters most. 


I Questioned Their Licensing & Their Website Was Gone the Same Day

 

After posting about the Lack of licensure status of AFA Engineering, something unexpected happened.

In this video, I document what followed, including online statements made about me that I believe to be false and harmful, and the timing of actions taken shortly after my post.


Specifically:

  • Statements were made publicly that I contend are defamatory 
  • The website associated with the engineering firm was taken down the same day my post went live 
  • The timing and sequence of events raise serious questions about AFA Engineering's knowledge of their unlicensed status

  • And what occurred after we began speaking publicly about these issues
